Elaine Botello

Elaine Botello is one of the co-founders of the Hispanic Leaders’ Network (HLN).  She currently serves as HLN’s board president. In her professional career, Mrs. Botello owns and operates the Victory Employer Services, LLC.  Her company offers Human Resources consultation and project base services to public and privately owned entities.  Mrs. Botello is a motivated and personable professional with proven success in executing human resources management.  She has a wealth of knowledge in human resources strategic planning and works with leadership teams to ensure their employees are successfully working towards the vision, mission and goals of their company.  She strongly believes in enhancing organizational and leadership effectiveness by promoting positive and meaningful relationships.  The Victory Employer Services, LLC is committed to offering “PEACE of Mind” in all areas affecting human resources and human capital.  

Mrs. Botello has over 30 years of executive-level Human Resources and Leadership Development experience. Prior to forming the Victory Employer Services, LLC she managed all aspects of Human Resources for one of the largest employers in the heart of Central Texas.  Mrs. Botello holds an Associate Degree from Texas State Technical College in Information Management Systems, a Bachelors’ Degree in Liberal Studies with a special emphasis in Human Resources Management, and a Masters’ Degree in Human Resources Management through Tarleton State University.  She pursued her passion for continuous learning through her participation in the Educational Leadership Development doctoral program at Baylor University.   Mrs. Botello is also a certified professional in Human Resources (PHR and SHRM-CP) through the nationally recognized Human Resources Certification Institute and the Society of Human Resources Management.  

She is a member of the National Society of Human Resources Management, the Heart of Texas Society of Human Resources Management, the National Association of Female Executives, Women of Waco, United Way’s Women United, Greater Waco Chamber of Commerce,  Cen-Tex Hispanic Chamber of Commerce, African American Chamber of Commerce, and the Robinson Chamber of Commerce.  She also serves as the Executive Business Partner for Startup Waco and a professional development facilitator/consultant for the Leadership Empowerment Group, LLC.

Mrs. Botello also serves on the Financial Stability Community Investment Council for the United Way of Waco-McLennan County, the United Way’s Impact and Engagement Committee, and the City of Waco Equal Employment Opportunity Advisory Committee.  

Mrs. Botello is married to Jesus Z. Botello and they have three adult children Jesse, Marlayna, and Marissa.  Elaine and her husband Jesus are also first time grandparents and are having a blast with their grandson, Luca Rey.  The entire family resides in Waco.
