The Hispanic Leaders’ Network continues to celebrate Hispanic Heritage Month! October’s monthly luncheon is focused on celebrating “Cultural Assets of Hispanic Leaders”. Each panel guests will share their unique stories of how their cultural assets has contributed to their leadership style and professional achievements.

About The Presenter

Sheryl Victorian is a native Texan and a 28-year law enforcement professional.   She was sworn in as the City of Waco’s Chief of Police on March 15, 2021, after serving with the Houston Police Department for 28 years.  Chief Victorian retired from the Houston Police Department as an Assistant Chief of the Patrol Region 2 Command, where she was responsible for the Clear Lake, Southeast, South Central, Eastside, and Downtown Patrol Divisions, as well as the Vehicular Crimes Division.  Her law enforcement experience includes assignments in the Major Offenders, Homicide, Special Victims, Internal Affairs, Training and the South Central and Southeast Patrol Divisions.   

Chief Victorian has earned many awards and commendations for her service and dedication as a police professional.  She was recognized as the 100 Club of Houston’s “Rookie Officer of the Year” in 1995, and earned a Life Saving Award, an Award of Excellence, Chief Unit Citations, and many Citizen and Chief of Police commendations.  She holds a Bachelor of Science degree in Administration of Justice from Texas Southern University, a Master of Science Degree in Criminal Justice from the University of Houston – Downtown, and a Doctor of Philosophy Degree in Administration of Justice from Texas Southern University. 

Chief Victorian is a graduate of the Federal Bureau of Investigation’s National Academy (FBINA) session #267, a National Institute of Justice (NIJ) Law Enforcement Advancing Data and Science (LEADS) scholar, and a current fellow of American Leadership Forum’s class XLVII (47).   She is also a Discover Leadership Master Graduate of class #252 and has been selected to participate in the Police Executive Research Forum’s Senior Management Institute for Police (SMIP), session #81, in July of 2021.  Chief Victorian has also participated in several other nationally recognized professional development and leadership programs.  Chief Victorian is an adjunct professor at Southern New Hampshire University where she teaches Contemporary Issues in Criminal Justice, Ethics, and the Graduate Capstone course. 

In her spare time, Chief Victorian is a playwright, and enjoys traveling, mentoring, teaching, and spending time with her family. 


The HLN Presents: “Name Stories: Understanding Diversity, Equity, and Inclusion.”

The discussion of diversity, equity, and inclusion for some philosophical conversations are disconnected from our everyday lives at times. On Friday, March 5, 2021, Dr. Zaragosa “Mito” Diaz-Espinoza presented “Name Stories: Understanding Diversity, Equity, and Inclusion”. This session explored diversity, equity, and inclusion using something we can all relate to, our names. Names communicate much about our identities, who we are, and impact how we navigate through the world.

The HLN Presents: “A Conversation About the Road to Becoming a Leader, with Commander Pedro Soto, Waco Police Department

“One day …” is a theme that many of us play in our minds as we dream and visualize reaching certain goals in life. Reaching those goals, however, is not always quite that easy. On Friday, January 8, 2021, the Hispanic Leaders’ Network invited Waco Police Department’s Commander Pedro Soto, to share his story about “The Road to Becoming a Leader”.

The HLN Presents: “A Conversation About Self-Care for Leaders During A Stressful Time”

This year has probably been one of the most stressful for leaders. The COVID-19 pandemic continues to loom in our lives literally every single minute of the day. It has affected our work life, family life, community life, and much more. As leaders, we tend to put our Superhero hats on and do all we can within our power to make others feel better and ensure the people we work with and care about keep moving forward with as minimal disruption as possible. Unfortunately, as leaders, we tend to put our own self-care on the back burner which can result in other major implications. Self-care, especially during these stressful times, is critical for leaders. On December 4, 2020 the HLN hosted “A Conversation About Self-Care for Leaders During a Stressful Time” presented by Dr. Barbara Baggerly-Hinojosa, CEO of the Leadership Empowerment Group.

The HLN Presents: “A Conversation About Race Equity Work in Waco”

A call to action for race equity continues to be at the forefront in Waco.
On November 6, 2020, the Hispanic Leaders’ Network invited Nicole Wynter from the Waco Foundation and Felicia Goodman from the Cooper Foundation to share how we know racial inequity still exists in Waco and the initiatives both foundations have collaboratively worked on to address this very important issue. We invite you to watch and listen to this presentation titled, “A Conversation About Race Equity Work in Waco”.

The Hispanic Leaders Network hosted a live candidate forum where several candidates introduced themselves and answered questions from the public. The November 3rd election had one of the biggest turnout in Latino/Hispanic votes our community has seen in some time. Thank you to our candidates who particpated in this candidate forum and thank you to everyone who exercised your right to vote!

HLN Presents: “A Heartfelt Conversation with Waco City Councilman, Hector Sabido”

On October 2, 2020, in honor of National Hispanic Heritage Month, the HLN presented, “A Heartfelt Conversation with Waco City Councilman, Hector Sabido”. Councilman Sabido was inspirational and provided valuable information. Thank you Councilman Sabido for the service you provide to our community and for being a positive role model for all!
